Dr. Mullins is a native of Kingsport, Tennessee. He holds a Bachelor of Science in Biology and Chemistry from Carson Newman College in Jefferson City, Tennessee. He earned a Bachelor of Science in Pharmacy from Mercer University in Atlanta, Georgia and a Doctor of Pharmacy from the University of Kentucky. He is certified by the University of Tennessee as an educator of Asthma and Diabetes.
He served as Director of Pharmacy Operations at Baptist Hospital for 22 years. He has been a preceptor for Campbell University School of Pharmacy and Walter State Community College in Morristown, TN. Dr. Mullins has served as an Adjunct Professor of health sciences at National College in Knoxville, TN. Dr. Mullins helped establish and manage a home infusion business for 5 years, providing much needed service in the Smoky Mountain Region. He established and operated a Pulmonary Asthma Clinic for 3 years inside a physician’s office. This was a true clinical partnership with physician and pharmacist that greatly enhanced patient care by placing pharmacy at the original point of care. Dr. Mullins has served as a pharmacy consultant to Long Term Care for 18 years in east Tennessee. As an Adjunct Professor for the Baptist Hospital University, he taught Quality Improvement techniques and TEAMS training. In this role he has twice been a surveyor for the Governor’s Tennessee Quality Award, and served as one of the Team Leaders of the only Hospital System to win the Governor’s Quality Award. This is the state version of the President’s Malcolm Baldridge Award. He presented several posters at the National ASHP meetings on Antibiotic Therapy and Pain Management. He has presented and published work on Pain Management In Long Term Care. Dr. Mullins is very active in community service and has served as President of such local organizations as Kiwanis, United Way, and Health Occupation Students of America. He has also been an active Scout Leader for many years and as such gets to pursue his passion of camping, hiking, canoeing, white water rafting. His love for the outdoors includes a pursuit of knowledge in herbal and botanical medicines.
Dr. Mullins married his high school sweetheart and has 3 kids and a granddaughter. The Mullins family has a dog, cat and a fish that enrich their lives.
